Quadel - Newark

In June 2008, Quadel assumed responsibility for management of the Newark Housing Authority’s (NHA) Housing Choice Voucher Program. The program is funded to support more than 5,300 vouchers and includes FSS, Homeownership, Project-based vouchers and voucher-assisted public housing relocation components. Within the first six months of assuming management responsibility, Quadel purged and updated participant files for annual recertifications, updated the program waiting list (last updated in 2002), and recommended revisions to the Administrative Plan. A successful conversion to VisualHOMES voucher processing software along with implementation of a scanning and electronic document management system were also completed under Quadel’s direction.

Quadel’s current priorities include expanding owner outreach effort through special communication initiatives, increasing program payment standards, and supporting additional technology enhancements. After a year of operations, the NHA Housing Choice Voucher Program has transitioned from troubled status to a standard performer rating under SEMAP.
