Cheryl Martin, Instructor

Cheryl Martin, a consultant to Quadel, provides consulting and training services to a variety of public entities on procurement and contract management.  Cheryl has developed procurement procedures and the manuals implementing the policy and procedures for procurement staff to use in conducting day-to-day activities.  In addition, she provides advisory assistance to housing authorities in developing Blanket Purchase Agreements, drafting IFBs and RFPs, advertising procurements, evaluating proposals, selecting contractors, and contract administration.  Cheryl also served as the lead consultant, under contract to Quadel, responsible for writing the revised HUD Procurement Handbook for Public Housing Agencies (7460.8 rev-2).  Prior to beginning her consulting practice, Cheryl served as an internal and external trainer and consultant on PHA procurement at the regional level in HUD (Region VI, Fort Worth).
