Elizabeth Bramlet - Senior Trainer Ms. Bramlet has more than 15 years of experience in the affordable housing industry. She has been a Senior Trainer in property management and HUD occupancy policies for Quadel for more than eight years. Ms. Bramlet also participated with Quadel in the recent revision of HUD’s Multifamily Assisted Housing Occupancy Handbook (HUD Handbook 4350.3) and has assisted Quadel in contracts to develop administrative plans for several agencies. She also provides consulting to real estate development projects involving the creation of new and affordable housing options. In addition to her present training and consulting work, she has served in executive-level management positions where she was responsible for a large portfolio of 400-600 units including apartments, cooperatives, condominiums, and commercial space. Her duties have included the supervision of management and maintenance staff; planning and implementing capital improvement programs; preparing property and corporation budgets; and developing operating procedures. Mr. Jones currently serves as principal writer for Quadel’s training proposals, and has led a team to streamline and modernize housing voucher briefings for new tenants and special program clients in the city of Chicago’s housing choice voucher program. In addition, he has provided quality control for Section 8 project-based contracts in New York and served on a team auditing and correcting FSS escrow accounts for voucher program FSS participants. Prior to joining Quadel, Mr. Jones managed a grassroots initiative that was instrumental in framing the national debate on the privatization of Social Security. He has worked extensively with public opinion leaders, Capitol Hill offices and agencies exploring options to overhaul Social Security. Mary-Ann Sipos - Senior Trainer Mary Ann Sipos is a Certified Property Manager (CPM) and an Accredited Residential Manager (ARM) with 30 years of experience in the housing field. Mary Ann has been a Senior Trainer with Quadel for over 15 years and she teaches HUD Multifamily occupancy regulations. Mary Ann is also the Senior Housing Management Representative for Pennsylvania Housing Finance Agency (PHFA). Mary Ann has oversight and compliance monitoring responsibilities for 145 properties in Western PA. Mr. Thomas is a Regional Vice President for Interstate Realty Management Company. Prior to joining Interstate in 1983 Mr. Thomas was part of the Management Division of the Pennsylvania Housing Finance Agency. Brenda has served as a Senior Trainer for over ten years. Her permanent position is with the Pennsylvania Housing Finance Agency (PHFA) where she is the Western Regional Manager. PHFA is the Contract Administrator for project-based Section 8 in the Commonwealth of Pennsylvania. Ms. Wells is the Agency's contact person for the western regions of the State. Her office, in part, oversees the management and operations of over 136 assisted multifamily housing developments.
