Public Housing Program Consulting Services Quadel conducts a wide-range of technical assistance services to improve overall public housing management and operations, preparing funding applications, recruiting personnel, developing maintenance plans, conducting management and organizational reviews, preparing performance improvement plans, and updating policies and procedures. We have assisted agencies with strategic planning, transition to asset management, real estate portfolio reviews, and implementation of development and redevelopment plans including HOPE VI /mixed finance projects. Quadel has successfully prepared 11 HOPE VI redevelopment applications and excels in providing management and technical assistance to HOPE VI / mixed finance sites. Asset Management Transition Consulting PHAs are changing their financial and property management practices to meet HUD-mandated asset management requirements. Quadel has applied 30 years of practical experience providing outsourced PHA program management and consulting solutions in assisting PHA clients to make a transition to asset management. Housing Choice Voucher Program Consulting Services Quadel has provided technical assistance to PHAs administering vouchers since the inception of the voucher program in 1974. In the last three years, we have provided comprehensive technical assistance to more than 20 housing choice voucher programs, including several of the largest programs in the country. We have a strong track record of working with agencies to reengineer their programs and spread scarce dollars without jeopardizing performance. Quadel is often asked to develop or update voucher program documents, such as administrative plans, policies, procedures, job descriptions and forms. HUD-Subsidized Multifamily Consulting Services Quadel has earned a solid reputation as the leading expert and trainer in HUD-subsidized multifamily housing requirements, including Section 8 New Construction/Substantial Rehabilitation, Section 236, Section 202, Section 811, Rent Supplement, and Rental Assistance Programs. This expertise has served as a springboard for a variety of consulting work for private owners and managers of HUD-subsidized multifamily housing, including:
International Consulting Services In 1992, Quadel entered the international arena, helping governments in Eastern Europe, Russia, and the former Soviet Republics reform and develop their housing programs. In 1998, Quadel developed a methodology for assisting 44 cities in Poland to develop housing strategies and implementation plans. From 1992-1997, Quadel actively participated in housing sector reform in the Russian Federation and in other NIS countries. In 1993-1994 Quadel provided technical assistance to the City of Moscow to start-up a housing allowance program. During this time, Quadel also designed and managed a program to relocate 550 Russian military officers from the Baltic countries to Russia. Quadel also has hosted almost 20 housing study tour groups from Russia, Kazakhstan, Ukraine, and Japan. These tours focused on topics such as housing codes and inspections, condominium management, tenant-landlord relations, and the privatization of housing maintenance and management. Low Income Housing Tax Credit (LIHTC) Consulting To complement our tax credit training and certification program, Quadel provides tax credit compliance monitoring services to owners and managers of tax credit properties as well as state agencies responsible for monitoring their state's tax credit portfolio. We currently provide a range of LIHTC compliance services, including tenant file audits, for properties across the United States. Mixed Finance Consulting When property development or re-development of affordable housing layers Section 236, public housing or HOME subsidies with a Low Income Housing Tax Credit (LIHTC) allocation, the multiple occupancy requirements can conflict, causing confusion to management staff. Quadel Consulting offers not only compliance training for such properties, but also a variety of additional services, including tenant file audits and on-site technical assistance.
